Question : Centrally Sponsored Tourism Projects

(a) the details of various schemes being implemented in the tourism sector during the last three years and the current year along with the targets fixed, achievements made so far, State/UT-wise including Uttar Pradesh, Bihar and Delhi;
(b) the State-wise list of approved Centrally sponsored tourism projects started in the country during the last four years;
(c) the norms being adopted for providing financial assistance to various tourism projects in various States/Union Territories by the Government;
(d) whether the Government has provided financial assistance as per the proposals received from States during the last three years and if so, the details thereof, State-wise; and
(e) the other steps taken by the Government to promote tourism in the country?

STATEMENT IN REPLY TO PARTS (a) TO (e) OF LOK SABHA STARRED QUESTION NO.†*306 ANSWERED ON 15.07.2019 REGARDING CENTRALLY SPONSORED TOURISM PROJECTS.

(a): The Ministry of Tourism functions as the nodal agency for development of tourism in the country. It coordinates and supplements the efforts of the State Governments /Union Territory Administrations by developing tourism infrastructure, promoting India as preferred destination, facilitating tourists visiting India, putting in place a system of facilitating training and providing professional education to generate manpower to meet requirement of the tourism and hospitality industry. The above efforts are carried out through following schemes of the Ministry:

1. Tourism Infrastructure

a. Swadesh Darshan- Integrated Development of Theme-Based Tourist Circuits
b. PRASHAD- National Mission on Pilgrimage Rejuvenation and Spiritual, Heritage Augmentation Drive
c. Assistance to Central Agencies for Infrastructure Development
d. Assistance for Large Revenue Generating Projects

2. Promotion and Marketing

a. Overseas Promotion and Publicity including Market Development Assistance
b. Domestic Promotion and Publicity including Hospitality
c. Market Research
d. Assistance for Information Technology Development

3. Skill Development and Capacity Building

a. Assistance to IHMs/ FCIs/IITTM/ NCHMCT
b. Capacity Building for Service Providers
The impact of the efforts of the Ministry are measured in terms of Foreign Tourist Arrivals (FTAs), Foreign Exchange Earnings (FEEs) and Domestic Tourist Visits (DTVs), the state-wise details of FTAs and DTVs including that in Uttar Pradesh, Bihar and Delhi are given at Annexure A. (b) to (d): Ministry of Tourism under its schemes of Swadesh Darshan, PRASHAD and Assistance to Central Agencies provides financial assistance to State Governments/UT Administrations/Central Agencies for development of tourism infrastructure and facilities in the country. The projects under the above schemes are identified for development in consultation with the State Governments/Union Territory Administrations and are sanctioned subject to availability of funds, submission of suitable Detailed Project Reports, adherence to scheme guidelines and utilization of funds released earlier. Submission of project proposal by the State Governments/Union Territory Administrations and its sanctioning is a continuous process. The State-wise list of projects sanctioned under the above schemes is given at Annexure B.

(e): The Ministry of Tourism promotes India as a holistic destination under the Incredible India brand-line. The Ministry of Tourism, as part of its on-going activities, releases print, electronic, online and outdoor media campaigns in the international and domestic markets to promote various tourism destinations and products of the country. Promotions are also undertaken through the Social Media accounts and website of the Ministry.
