Question : Promoting Scientific Research

(a) whether the Government has taken any measures to promote scientific research in institutes/universities in the country including Uttar Pradesh;
(b) if so, the details thereof and if not, the reasons therefor;
(c) whether there has been an increase in patents registered by Indian institutes and universities; and
(d) if so, the details thereof and if not, the reasons therefor?

(a) & (b) Sir, the government has taken various measures from time to time to promote scientific research in institutes/universities in the country including Uttar Pradesh by supporting various scientific infrastructure facilities.

Department of Science and Technology (DST) has taken several measures to promote scientific research in institutes/universities such as Fund for Improvement of Science and Technology Infrastructure (FIST); Sophisticated Analytical Instrument Facilities (SAIF), Promotion of University Research and Scientific Excellence (PURSE), increase in research fellowships amount, financial assistance to research students to attend seminars/ symposia abroad, Start-up Research Grant (SRG), Technical Research Centres (TRC) etc.

The Department of Biotechnology (DBT) has implemented competitive Research Grant system to inculcate the competitive research environment through supporting the research grants and providing fellowships at various levels such as Graduate, Post Graduate, Doctorate, Post-Doctorate and Faculty. Further the Department is supporting the innovation culture and nurturing the entrepreneurship through Biotechnology Industry Research Assistance Council (BIRAC).

CSIR provides grant-in-aid support to publicly funded institutions/ universities for carrying out R&D activities in project mode in diverse area under its New Millennium Indian Technology Leadership Initiative (NMITLI) Scheme. CSIR also promote knowledge sharing by way of funding to national/international seminars/symposia by the Indian academic and R&D institutions.

(c) & (d) As per latest available R&D statistics 2019-20, there has been continuous increase in patent registered by Indians. The patents registered during 2015-16 to 2017-18 are as under:
