Question : Shortage of Teachers

(a) whether there is a shortage of teachers in schools and if so, the details of vacant posts of
teaching staff including PGT, TGT and Special Educators in all the schools, State/UT-wise along
with the reasons behind such large vacancies;
(b) whether the Government proposes to modify the recruitment procedure so as to ensure
quality teaching staff and if so, the details thereof; and
(c) the steps taken/proposed to be taken by the Government to improve the quality of teachers?

STARRED QUESTION NO. 265 FOR ANSWER ON 05.12.2016 REGARDING “SHORTAGE
OF TEACHERS” ASKED BY SHRI LALLU SINGH AND SHRI SUNIL KUMAR SINGH,
HON’BLE MEMBERS OF PARLIAMENT

(a) Overall vacancy of Government teachers at Elementary level is 17.51 % and at Secondary
Level is 14.78%. The reasons for shortage of teachers are lack of regular recruitment
schedule, non-sanctioning of posts, lack of effective teacher deployment, lack of subject
specialist teacher in certain areas, and small school size which affects teacher distribution
across schools. The details of the vacant post of the teacher in Elementary schools is at
Annexure-I and in Secondary Schools is at Annexure-II. The status of vacant posts of
special Educators approved under Rashtriya Madhyamik Shiksha Abhiyan (RMSA) is at
Annexure – III.
(b) The recruitment and service conditions of Government teachers are primarily in the domain
of respective State governments and UT Administration. The Central Government through
the flagship programme of Sarva Shiksha Abhiyan (SSA) and Rashtriya Madhyamik Shiksha
Abhiyan (RMSA) at elementary level and Secondary level provides assistance to State/UT
government for additional teachers to maintain appropriate Pupil Teacher Ratio as per the
prescribed norms for various levels of schooling. Central Government regularly takes up the
issue of filling up of vacant teacher posts and redeployment of teachers with the State/UT
government.
(c) Under section 23(1) of Right to Education Act 2009, the Central Government has notified
National Council of Teacher Education (NCTE) as the academic authority to lay down
minimum qualification for a person eligible to become an elementary teacher. Additionally,
the appropriate authority is also mandated to conduct the Teacher Education Test (TET) to
ensure that qualified persons enter the teaching profession. Further, under SSA and RMSA,
various type of training programme have been introduced to improve quality of teachers
which includes in-service teacher training to Headmasters/Principal, Master Trainers
Training, Training of Key Resource Persons, Induction Training of Teachers,
Headmaster’s/Principals Professional Development/ Management and Leadership training of
Headmasters & State Resource Groups (SRGs).
