Question : Central Labour Institutes

(a)whether the Central Labour Institutes in the country are competent to meet safety and health related needs of the workers;
(b)if so, the State-wise number of such institutes operating across the country;
(c)whether the Government has reviewed the functioning of the Central Labour Institute; and
(d)if so, the details thereof?

(a) & (b): Yes, Sir. Central Labour Institute (CLI), Mumbai and its four Regional Labour Institutes (RLIs) in Faridabad, Kanpur, Kolkata and Chennai, are functioning under Directorate General Factory Advice Service and Labour Institutes (DGFASLI) which is an attached office of the Government of India, Ministry of Labour and Employment with the mandate for the safety and health requirements in the manufacturing and port sectors of the country. These Labour Institutes are equipped with necessary laboratory facilities in the field of safety, health and hygiene for conducting studies and surveys in the field of safety, health and work environment.
The details of Central Labour Institute (CLI) and Regional Labour Institutes (RLIs) functioning under DGFASLI and their jurisdiction are given in Annexure.
(c) & (d): DGFASLI is a technical arm of the Ministry of Labour and Employment on the safety and health aspects of the workers and review mechanism is in place. The functioning of the Central Labour Institutes is reviewed regularly through Video Conferences and review meetings. Regular reports and communications are also sought.
