Answer given by the minister

THE MINISTER OF STATE IN THE MINISTRY OF URBAN DEVELOPMENT (SHRI SAUGATA ROY)

(a) & (b): The population of cities has been growing on account of several factors including migration from rural to urban areas. Urban Development is a State subject. However, to facilitate development of Urban Centres Government of India has also launched a number of Schemes like Jawaharlal Nehru National Urban Renewal Mission (JNNURM), Urban Infrastructure Development of Small and Medium Towns (UIDSSMT), Urban Infrastructure Development Scheme for Satellite Towns (UIDSST), North Eastern Region Urban Development Programme (NERUDP) to support the State Governments/cities in provision of basic facilities.

(c) to (e): It is not the policy of Government to either check or facilitate migration to the cities as the process of migration is driven by demographic and economic factors and distortions in the process may have undesirable consequences on economic growth and development.
