Question : Centrally Sponsored Scheme

Will the Minister of LABOUR AND EMPLOYMENT be pleased to state:

(a) whether it is a fact that the centrally sponsored scheme namely National Career Service (NCS) given to Bihar for labourers is an important step for employment generation;

(b) if so, the details thereof and the total number of labourers who got benefited from the said scheme in Bihar specially in district Gopalganj;

(c) whether there is any proposal to study the issue of unemployment in the country by the Cabinet Committee on Employment and Skill Development?


Answer given by the minister

(a) to (b): The Ministry is implementing a Centrally Sponsored Scheme namely National Career Service (NCS) Project for providing various career related services across the country like job matching, career counselling, vocational guidance, information on skill development courses etc. The services under NCS are available online (www.ncs.gov.in) and can be accessed directly through Career Centres, Common Service Centres (CSCs), post offices, mobile devices, cyber cafes etc. The NCS portal is also supported by dedicated helpline (multi-lingual) available from Tuesday to Sunday for assisting users.

The NCS Project envisaged setting up of Model Career Centres (MCCs) and interlinking of Employment Exchanges. The MCCs are being set up in collaboration with States and other institutions to deliver employment related services to maximise the reach of NCS for conducting outreach activities.

There are 1.05 crore active job seekers on NCS Portal as on 08th March 2020, out of which 11,21,172 are from Bihar including 21,382 from Gopalganj.

(c): The Cabinet Committee on Employment and Skill Development has been constituted on 06.06.2019 to address issues relating to employment and skill development.
