Question : SUBSIDY TO STATES



(a) whether the Government proposes to provide subsidy to the States affected from malnutrition;

(b) if so the details thereof, State-wise;

(c) whether the Government has any mechanism to monitor its scheme; and

(d) if so, the details thereof and the outcome thereof;

(a) and (b) No Madam. However, under Integrated Child Development Services (ICDS) Scheme. Government of India has started to provide financial assistance up to 50% of the expenditure as per financial norms form the year 2005-06 to improve the nutritional status of children in the age group of 6 months to 6 years and pregnant and lactating mothers. From the year 2009-10, the sharing pattern for supplementary nutrition between States and Central Government in respect of North-eastern States only has been revised form 50:50 to 10:90. food-grain at BPL rates are also provided to States who request so for supplementary nutrition programme.

(c) and (d) Yes Madam. At present, monitoring mechanism to monitor the ICDS Scheme is in place at all levels. The physical monitoring of ICDS Scheme is done through prescribed monthly progress reports (MPRs)/ half yearly progress reports (HPRs) of Anganwadi Workers and Child Development Project Officer (CDPO) in – charge of an ICDS Project. These reports capture data relating to number of operational projects,, anganwadi centres, beneficiaries for supplementary nutrition/ pre-school education, vacancy position of ICDS functionaries, information on Nutrition and Health Education (NHED) and nutritional status of children etc.
