Question : Schemes for Weavers


(a) the details of number of weavers in the country, State-wise including Chhattisgarh as on date;

(b) whether the Government has sanctioned/released money for execution of various schemes for weavers;

(c) if so, the details thereof, scheme and State-wise;

(d) whether some State Governments are unable to fully utilise the sanctioned money;

(e) if so, the details thereof; and

(f) the steps being taken by the Government to ensure optimum use of released money for the benefit of weavers?

(a): Details of numbers of weavers in the country, State-wise including Chhattisgarh as per 3rd All India Handloom Census are at Annexure “A”

(b) & (c): The Government of India, Ministry of Textiles is implementing following schemes for development of handlooms and welfare of weavers across the country.

(i) National Handloom Development Programme (NHDP)
(ii) Comprehensive Handloom Cluster Development Scheme(CHCDS)
(iii) Handloom Weaver’s Comprehensive Welfare Scheme(HWCWS)
(iv) Yarn Supply Scheme(YSS)

Under these schemes financial assistance is provided directly to the Implementing Agency for raw materials, purchase of looms and accessories, design innovation, product diversification, infrastructure development, skill up-gradation, marketing of handloom products, loan and concessional rate etc. Funds are not released to the State Governments. Details of funds released under the above schemes in the last three year and current years are at Annexure “B”

(d): Funds are released to various Implementing Agencies such as Handloom Corporations, Apex & Primary Weavers Cooperative Societies, LIC and Banks etc. and not to the State Government.

(e): Does not arise.

(f): In order to ensure optimum use of released money, the projects are monitored at Central and State level. Field visits are also undertaken by the Senior Officers to ensure proper and optimum use of Central Assistance.
