(b)& (c) A copy of the Minutes of the Conference, indicating the different issues discussed
and decisions taken thereon, is annexed.Action on implementing the decisions, except one, rests
with the State Governments and the various High Courts. Action has been initiated on the resolution
pertaining to the Government of India.
