(a) the salient feature of the New National Permit Scheme;
(b) whether the scheme has been implemented in all the States;
(c) if not, the names of the States which have not implemented the scheme alongwith the reasons therefor; and
(d) the steps being taken by the Government to implement the scheme throughout the country in a uniform manner?

(a) New National Permit Scheme can be obtained for goods carriages for operation throughout
the country on payment of Rs.15000/- per annum per truck towards consolidated fee. Under
this scheme, the consolidated fee is to be distributed among the States/UTs on the basis of
an agreed formula.
(b)&(c) As per information available with this Ministry, the new National Permit System has
been implemented in all the States/UTs except in Jammu & Kashmir due to prevailing situation
in that State.
(d) The new National Permit System has been made effective by way of amending the Central
Motor Vehicle Rules, 1989. The Central Motor Vehicle Rules are uniformly applicable
throughout the country. The States have been advised to take measures to implement the
system in accordance with the amended rules from time to time.
