Question : Sanction of Funds under Dairy Development Programme

(a) whether the Union Government proposes to release the funds sanctioned under the Integrated Dairy Development Programme, Pure Milk Production Programme and National Dairy Development Scheme to the Government of Rajasthan on time;
(b) if so, the details thereof;
(c) whether the Government has received any request from the State Government of Rajasthan to release the remaining amount under the said projects; and
(d) If so, the details thereof along with the time by which the amount is likely to be released.

(a) Integrated Dairy Development Programme, Pure Milk Production Programme and National Dairy Development Scheme have been subsumed under the National Programme for Bovine Breeding and Dairy Development (NPBBDD) in the Twelfth Five Year Plan. Funds for on-going projects under Intensive Dairy Development Programme (IDDP), Strengthening Infrastructure for Quality and Clean Milk Production (SIQ&CMP) and National Programme for Dairy Development (NPDD) are released under NPBBDD based on receipt of quarterly progress report (QPR), audited expenditure statement, complete fund utilisation certificate (UC) (as per prescribed format) for previous releases and achievement made in terms of physical and financial targets under approved projects.
(b) The details of scheme-wise approved project outlay, total fund released, unspent balance and balance fund to be released under ongoing projects in Rajasthan under the above mentioned schemes are as under:

(c) and (d) During 2015-16, three proposals were received from Rajasthan under SIQ&CMP, NPDD and IDDP.
1) An amount of Rs. 189 lakhs has been released under SIQ&CMP.
2) An amount of Rs. 41.15 lakhs has been released under NPDD.
3) Under IDDP:
i. Under IDDP-I and IV projects, there are unspent balances of Rs.10.33 lakhs and Rs.200 lakhs respectively.
ii. Under IDDP-II project, explanation regarding duplication has been sought for release of financial assistance towards setting up of dairy plant at Baran, which has already been set up.
iii. Justification for poor progress under IDDP-III project, which was started in 2005-06, has been sought.
