Question : Imports of Defective-Sub-Standard Steel

(a) whether the Government is aware of the fact that sub-standard or defective steel is being imported which is hurting the domestic manufacturers and if so, the details thereof;

(b) whether the Ministry of Commerce and Industry has convened a high level meeting to discuss the matter and if so, the outcome thereof;

(c) whether there is a need to contain imports of defective and sub-standard steel to save/safeguard the interest of domestic manufacturers;

(d) if so, the steps taken/being taken by the Government in this regard; and

(e) the guidelines issued by the Ministry of Commerce and Industry for quality control for import of various steel products?

THE MINISTER OF STEEL (SHRI DHARMENDRA PRADHAN)

(a) During FY 2018-19, a quantity of 367530 Metric Tonne of defective steel was imported in India.

(b) Yes, Sir. A High Level meeting chaired by Commerce & Industry Minister was convened on 11.06.2019 to discuss the issue of supply of steel at competitive rates to EEPC members.

(c)to(e): Ministry of Steel has implemented quality control orders on 53 steel and steel products which is applicable for both domestic productions as well as imports. The Steel Quality Control Order are implemented in the public interest for protection of human, animal and plant, safety of environment, prevention of unfair trade practices and national security.
