Question : Affiliation of ITIs

(a) whether a number of proposals are pending with the Government regarding affiliation of Industrial Training Institutes (ITIs) in the country during each of the last three years and the current year;

(b) if so, the details thereof and the reasons therefor, State and year-wise;

(c) whether the Directorate of Training and Employment of States have recommended these ITIs for Central affiliation; and

(d) if so, the details thereof along with the steps taken by the Government to provide affiliation to such institutes?

(a) & (b) Granting of affiliation to Industrial Training Institute (ITIs) is continuous process. During last three years, a total of 3611 new ITIs and seating capacity 3.97 lakh have been increased. State and year-wise details of increase in number of ITIs are at Annex-I. A total of 115 inspection reports have been forwarded by Quality Council of India (QCI) - an organization for inspection of ITIs w.e.f. 01.09.2012. During current year i.e. 2016, a total of 4337 new applications have been submitted on QCI’ portal for grant of affiliation for new (3160 Nos.) as well as addition of trade/units in existing ITIs.

(c) & (d) There is online system of applications for grant of affiliation from 01.09.2012 with provision of ‘No Objection Certificate’ (NoC) and participation of representative of respective State Directorate at the time of inspection of institute with signature on inspection report.
