Question : Training under Skill India Mission

(a) the status of skill India mission during the last two years and the current year, State-wise;
(b) whether the scheme has shown any progress in the last two years and if so, the details thereof;

(c) whether the scheme has benefited women workforce of our country and if so, the details thereof;

(d) the details of operational skill training centres, target decided by them and the timeline assigned to the same;

(e) whether the Government has any strategy/plan to improve the quality of trainers under the scheme and if so, the details thereof; and

(f) the detailed list of the private companies that have taken skill development as part of their CSR initiative?

Answer given by the minister

(a) to (c) The National Skill Development Mission was launched by the Hon’ble Prime Minister on 15.07.2015 to create convergence across sectors and States in terms of skill training activities and skilling at scale with speed and standards. Training is not only done by central ministries and departments but also by state governments. A lot of training is also done by industries/employers under their premises. There are more than 20 central ministries/departments which are running schemes/programmes to impart skill training to the youth of the nation. The Ministry of Skill Development and Entrepreneurship (MSDE) is implementing its flagship scheme known as Pradhan Mantri Kaushal Vikas Yojana (PMKVY) on pan India basis. PMKVY was launched on 15th July, 2015. Owing to success of PMKVY 1.0 Government modified its guidelines for 4 years (2016-20) to make it more effective, transparent and beneficiary oriented. State wise details of the number of people provided short term training during the last two year and current year as on 30.11.2018 is at Annexure I. Out of these, a total of 24681, 818855 and 342881 were women candidates during 2016-17, 2017-18 and 2018-19 respectively. Further, PMKVY (16-20) has provisioned financial payout to facilitate and motivate training especially for women in the form of reimbursement of conveyance cost & boarding & lodging support and post placement support.
(d) The PMKVY scheme is implemented through Public- Private and Public – Public Partnership along with state government. Centres are set up by private/public organisations and only the cost of training and certification is borne under PMKVY. Additionally, under PMKVY all the training providers/training centres have to adhere to norms and guidelines as specified under centre accreditation guideline and is to come through the Skill Management and Accreditation of Training Centre (SMART) portal thus ensuring uniformity in infrastructure and standards across training centres. As on 30th November, 2018, 9417 training centres (8,101 under centrally sponsored centrally managed component and 1,316 under centrally sponsored state managed component) have been empanelled under PMKVY. Target to training centre is given based on its initial accreditation and affiliation status of job role, centre capacity, demand of such centre, past placement performance of centres and job role in given district. Target is given for a quarter and reallocation is subject to performance which may change as the scheme progresses.
(e) Under PMKVY, skill development trainers are trained as per training of trainers program (ToT) which covers training and assessment on the domain and pedagogical skills. Trainers who meet the minimum required assessment criteria are certified and permitted to offer skill training. Sector Skill Councils (SSCs) are mandated to conduct ToT for certification of trainers. A national portal for trainers has been initiated by National Skill Development Corporation as a central repository of information concerning development of quality trainers in the Indian skill ecosystem.
(f) List of private companies that have taken skill development as part of their CSR initiative is at Annexure II. In addition, Directorate General of Training, MSDE has signed Memorandum of Understanding (MoU) with National Association of Software Services Companies (NASSCOM), IBM India Pvt. Ltd and SAP India Private Limited for conducting courses under CSR initiative of these private companies.
