Question : Revision of PMFBY Guidelines

(a) whether the Government will take steps to revise the Operational Guidelines of PMFBY enabling inclusion of loss of paddy to localised calamity, if so, the details thereof; and

(b) whether the Government will take steps for finalising the protocol for crop loss due to wild animals, if so, the details of the same?

(a): Paddy crop can be notified by the concerned State Government against localized risks of hailstorm, landslide, cloud burst & natural fire and post-harvest losses under Pradhan Mantri Fasal Bima Yojana (PMFBY). However, hydrophilic crops where the water stagnation is beneficial for crop growth like paddy and jute cannot be covered under localized risk of inundation. Further, Revisions/improvements in the crop insurance schemes is a continuous process and decisions on suggestions/representations received from various quarters are taken from time to time after consultation with various stakeholders.

(b): Yes Sir. Government has done consultations with various stakeholders viz. State Governments, General Insurance Corporation of India, Ministry of Environment, Forest and Climate Change, Insurance Companies including Agriculture Insurance Company of India, Mahalanobis National Crop Forecasting Center etc. and based on the discussion have formulated the draft Guidelines for coverage of crop losses due to wild animals and shared with all stakeholders for their views.
