Question : Employment Information Centres

(a) whether the Government has issued instructions to the States for setting up Employment Information Centres (EICs) in each village for job related information and if so, the details thereof;

(b) whether these instructions are being followed by the State Governments and if so, the details thereof;

(c) the names of the villages where EICs have been set up during each of the last three years and the current year, State-wise;

(d) the time by which EICs are likely to be set up in each village; and

(e) the steps taken by the Government to set up Bureau for Private Sector in the Employment Exchange of each district for providing job opportunities in the private sector?

STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (e) OF LOK SABHA STARRED QUESTION NO. *1 DUE FOR REPLY ON 04-02-2019 BY SHRI SATAV RAJEEV AND SHRIMATI SUPRIYA SULE REGARDING EMPLOYMENT INFORMATION CENTRES.

(a) to (e): No instruction has been issued to the States for setting up Employment Information Centres (EICs). There is also no proposal to setup Bureau for Private Sector in the Employment Exchange of each district. Government is however, implementing National Career Service (NCS) Project to provide a variety of employment related services like job matching, career counselling, vocational guidance, information on skill development courses, etc. The NCS Project comprises:-

1) National Career Service (NCS) Portal (www.ncs.gov.in).

2) Setting up of Model Career Centres (MCCs) in collaboration with States/Institutions to deliver employment services. The Central Government provides financial assistance to these centres up to Rs. 50 Lakh per centre based on the proposals and scheme guidelines. As of now the Government has sanctioned 117 Model Career Centres (MCCs).

3) The NCS project also envisages to interlink the Employment Exchanges through the respective State portal with the NCS Portal. Assistance is also provided to the State Governments for organizing job fairs.

The services under NCS are accessible from multiple delivery channels like NCS Portal, Employment Exchanges/Career Centres, Common Service Centres (CSCs), Post Offices etc. The NCS Portal facilitates all employers in both public and private sector to post job vacancies that can be accessed by all registered jobseekers. The Portal (www.ncs.gov.in) is supported by a toll-free Call Centre/Helpdesk (1800-425-1514).
