Question : Safety of Dams in Telangana

(a) the details of the steps taken/being taken by the Union Government to monitor the safety of existing and new dam projects in Telangana State;
(b) the details of the project clearances received from the Union Government to Kaleswaram project;
(c) whether the State Government has requested for consideration of taking up the Kaleswaram project as national project; and
(d) if so, the details thereof?

(a) Government of India vide OM dated 19.10.1987 constituted National Committee on Dam Safety (NCDS) under chairmanship of Chairman, Central Water Commission (CWC) and representatives from State Governments with the objective to oversee dam safety activities in the country and suggest improvements to bring dams safety practices in line with the latest state-of-art technology and practices consistent with Indian conditions. The NCDS has been reconstituted from time to time and was last reconstituted on 15.10.2015. Chief Engineer, Irrigation and CAD Department Central Design Organisation is the representative of Telangana in NCDS. 39 meetings of this committee have been conducted so far.

Dam owners carry out pre-monsoon and post-monsoon inspections of their dams as per the standard proforma/ checklist prepared by CWC. The issues of distress are discussed in NCDS meetings and remedial measures are suggested to the dam owners for implementation.
(b) Kaleshwaram Project was considered and accepted by the Advisory Committee of Ministry of Jal Shakti on Flood Control, Irrigation and Multipurpose Projects in its 136th meeting held on 06th June, 2018 for an estimated cost of Rs.80,190.46 Crore (Price Level 2015-16).

(c) & (d) Hon’ble Chief Minister of Telangana vide letter dated 11-02-2016 requested that Kaleshwaram Project be accorded status of National Project. However, as intimated by CWC, no formal request in prescribed pro forma has been received from the Government of Telangana for consideration of Kaleshwaram Project as National Project by the High Powered Steering Committee (HPSC) of Central Government constituted for implementation of National Projects.
