(a) The details of schemes under which grants are given to NGOs/Voluntary organizations are given at annexure-I
(b)&(c) As such the ministry does not conduct review of schemes state-wise. However, the ongoing projects under the various schemes implemented through the NGOs in various states are subject to an annual inspection by the designated inspecting agencies. The projects are considered for further assistance on the basis of report of satisfactory working of the NGO/VO.

Annexure-1

Brief Objectives and Salient Features of the schemes implemented through the NGOs
(i) Scheme of Grant-in-Aid to Voluntary Organsisations working for the welfare of Scheduled Caste
Promotion of Voluntary Sector- 90% grant-in-aid for activities like education,vocational training, support facilities- creches, medical units and balwadis, legal aid, client-services, human rightsissues and environment relatedactivities etc.
(ii) Assistance to Disabled Persons for Purchase/ Fitting of Aids and Appliances :
The main objective of the scheme is to assist needy disabled persons in procuring durable, sophisticated and scientifically manufactured modern, standard aids and appliances that can promote their physical, social and psychological rehabilitation by reducing the effects of disabilities and enhance their economic potential. The scheme also includes medical/ surgical correction and intervention, which is essential prior to fitment of aids and appliances.
(iii) Scheme to Promote Voluntary Action for Persons with Disabilities:
This is the umbrella scheme, under which assistance is provided to NG0s, for taking up a wide ranging activities for persons with disabilities, covering prevention of disability, education, training and rehabilitation. In fact, the Ministry was earlier operating 4 different schemes for funding different kinds of projects. These have recently been merged into this umbrella scheme.
(iv) Integrated Programme for Street Children
The basic objective of the programme is to provide wholesome development of children without homes and family ties and prevent destitution. The essential components of the programme include provision of shelter, nutrition, health care, sanitation and hygiene, safe drinking water, education, recreational facilities and protection against abuse and exploitation to destitute and neglected street children. All the State capital and cities with a population of 1million or more persons are covered under this programme which is already operational in 23 cities across the country.
(v) Integrated Programme for Older Pesons.
The basic objective of the programme is to promote a Society for all Ages and to empower and improve the quality of life of older persons. The programme seeks to develop awareness and build the capacity of Government and Non-Governmental Organisations and the community at large to make productive use of older persons and to provide care to older persons in need.
(vi) Scheme of Assistance to Panchayati Raj Institutions/ Voluntary Organisations/Self Help Groups for Construction of Old Age Homes/Multi Service Centres for Older Persons.
The basic objective of the programme is to provide financial assistance for construction and equipment of Old Age Homes and Multi Service Centres for Older persons to Voluntary Organisaitons/ Self Help Groups and to Local Bodies.
(vii) General Grant in Aid Programme for Assistance in the field of Social Defence.
This programme aims to provide support to Voluntary Organisations to undertake Pilot Projects in unchartered areas not currently covered by any of the existing programmes of the bureau. At present a number of drop-in shelters for children of sex workers are being supported under the programme with the help of NGOs.
(viii) Pre-Examination coaching for weaker sections based on economic criteria
Objectives :
To provide coaching for various competitive / professional examinations to weaker sections among minorities to enable them to compete on equal terms with other candidates for various jobs. The scheme is implemented through private coaching institutions of National level, State Level, Banking Service Recruitment Board and Universities. Only reputed institutions of proven capability in the area of imparting coaching for various competitive examinations are eligible for assistance. Only those candidates belonging to minorities having a family income not exceeding Rs.44,500/- per annum will be eligible to apply for coaching.
(ix) Assistance to Voluntary Organisations for the Welfare of OBCs
The aim of the scheme is to involve the voluntary sector to improve educational and socio-economic conditions of the target group i.e. OBCs, with a view to upgrade skill to enable them to start income generating activities on their own or get gainfully employed in some sector or the other.
(x) Pre_Examination Coaching Scheme for OBCs
The objective of the Scheme is to coach/train candidates belonging to Other Backward Classes (OBCs) to enable them to compete on equal terms in various competitive/entrance examinations. Criteria : The candidate whose parents or guardians total income from all sources including the income of the candidates is below Rs.1.00 lakh annually, will be eligible for admission in the pre-examination coaching centre.
(xi) Scheme For Prevention Of Alcoholism And Substance[Drugs] Abuse
The Ministry of Social Justice and Empowerment is implementing a Scheme viz., the Scheme for Prevention of Alcoholism and Substance[Drugs] Abuse since 1984-85 under which financial assistance is released to Non-Governmental Organisations inter-alia for running De-addiction cum Rehabilitation Centres, Drug Awareness, Counselling and Assistance Centres and for conducting De-addiction Camps.
Criteria For Financial Assistance
The broad criteria for giving grant in aid under the schemes are:
(i) Application in the prescribed Format
(ii) Recommendation of application by the Designated Authority alongwith an Inspection Report,
(iii) Sound financial position,
(iv) Proven capability and capacity to undertake the Project
(v) Viability of the Project, and
(vi) Location of the Project etc.
Eligibility for Grant assistance:
i) Body registered under the Society`s Registration Act, 1860.
ii) Public Registered Trust.
iii) Charitable Company licenced under section 25 of the Companies Act, 1958.
iv) Indian Red Cross Society or its branches.
v) Other public institutions having a legal status.
vi) Body should have been registered for at least two years at the time of applying for assistance.
vii) Should not be running for profit to any individual or body of individuals.
