Question : CONSTRUCTION OF SCHOOL BUILDING FROM FOREIGN ASSISTANCE



(a) whether the UK grant of Rs.1555 crore under Sarva Siksha Abhiyan has since been received by the Government;

(b) if so, the amount provided to Rajasthan therefrom for construction of school buildings with basic amenities in rural/tribal dominated areas of the State;

(c) whether some social organizations are engaged in creating infrastructure for setting up educational institutions in rural areas to the children of BPL families of Rajasthan and the State Government has also allotted lands in the name of these organizations for the purpose;

(d) if so, whether the Union/State Government proposes to give financial assistance to the said organisations for construction of school buildings alongwith basic amenities out of the said grant; and

(e) if so, the details thereof?

FROM FOREIGN ASSISTANCE

(a) to (e) The Department for International Development (DFID) of the UK is partially funding the Sarva Siksha Abhiyan (SSA) programme to the tune of Rs. 1555 crores alongwith the Worjd Bank and the European Commission, who have altogether pledged about Rs. 4700 crores from 2003-04 to 2006-07. These funds are received from the external funding agencies on a reimbursement basis. So far Rs. 425.942 crore has been received from the DFID for SSA.

SSA funds are released by the Govt. of India to State Implementation Societies set up by the State Governments. Rs.235 crores has been released to Rajasthan in 2004-05 as central share of SSA. In Rajasthan, School buildings and other schoolinfrastructure are created through SchoolDevelopment and Management committee (SDMC).
