Question : Impact of Delayed Monsoon on Agriculture

(a) whether the Government has assessed the impact of delayed monsoon on agricultural produce this year;
(b) if so, the action proposed to be taken thereon, and if not, the reasons therefor;
(c) whether the Government proposes to introduce mechanisms to ensure adequate availability of water for farming purpose in Rajasthan especially in Udaipur for the tribal community; and
(d) if so, the details thereof with specific details for Rajasthan, Maharashtra and Odisha including tribal areas?

(a) & (b): As per the Long Range Forecast released by India Meteorological Department (IMD) rainfall during the monsoon season 2021 over the country as whole is likely to be normal. The proper distribution of rainfall is more important for normal crop production. Therefore, it is too early to determine the impact of delayed monsoon on the agriculture produce.
However, Monsoon has now covered the entire country. Kharif crop sowing has picked up in almost all major Kharif crop growing States with the advancement of monsoon.




(c ) & (d): The Government is implementing Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) from 2015-16 with the motto of ‘Har Khet Ko Paani’ for providing end-to-end solutions in irrigation supply chain, viz. water sources, distribution network and farm level applications in the country including Rajasthan, Maharashtra and Odisha. The components of PMKSY and the facilities/ activities being provided to States including Rajasthan, Maharashtra and Odisha under each of the component is as under:
Accelerated Irrigation Benefit Programme (AIBP): This component focus on faster completion of ongoing Major and Medium Irrigation projects including National Projects. This component is being implemented by Department of Water Resources, RD&GR.
PMKSY - Har Khet Ko Pani: This component includes Source augmentation, distribution, ground water development, lift irrigation, diversion of water from water plenty to water scarce areas, repair, restoration, renovation of traditional water bodies. This component is being implemented by Department of Water Resources, RD&GR. Renovation, Repair & Restoration (RRR) of Water Bodies scheme and Surface Minor Irrigation (SMI) Programme is also included under this component.

PMKSY- Watershed Development Component: Ridge area treatment, drainage line treatment, soil and moisture conservation, water harvesting structure, livelihood support activities and other watershed works. This component is being implemented by Department of Land Resources.
PMKSY- Per Drop More Crop (PDMC): Micro-irrigation systems viz. Drip & Sprinkler irrigation systems, Micro level storage structures, secondary storage, efficient water conveyance, water lifting devices etc. This component is being implemented by Department of Agriculture, Cooperation and Farmers Welfare.
