Question : Implementation of PWD Act

Will the Minister of SOCIAL JUSTICE AND EMPOWERMENT be pleased to state:

a) whether the Government has made any assessment on the implementation of three per cent quota for persons with disabilities in Government Departments, PSUs and Government Companies, if so, the details and outcome thereof;

(b) whether cases of violation of Persons with Disabilities(Equal Opportunities, Protection of Rights and Full Participation) Act have come to the notice of the Government during each of the last three years and the current year;

(c) if so, the details thereof and the action taken thereon, State/UT-wise; and

(d) the achievement made under the Accessible India Campaign(AIC) so far?

(a) Department of Personnel & Training (DoP&T) has informed that instructions were issued on 22nd May, 2015 to all concerned Departments/Ministries to take immediate necessary action for filling up of vacancies for persons with disabilities and launched a Special Recruitment Drive for this purpose. Out of 15,694 vacancies identified by the Central Government Departments/Ministries for persons with disabilities, 13,476 vacancies have been filled up. Filling up the vacancies including vacancies meant for persons with disabilities is a continuous process and as such no definite time frame for filling up of all the vacancies can be envisaged.

(b) & (c) As per the Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995 as well as Rights of Persons with Disabilities, 2016, the Chief Commissioner for Persons with Disabilities and State Commissioners for Persons with Disabilities are responsible to look into the cases of violation of the provisions of the Act. As per information available from the Office of the Chief Commissioner for Persons with Disabilities (O/o CCPD), details of cases received and disposed of during the last three years(2014-15, 2015-16 and 2016-17) and the current financial year i.e. 2017-18(upto June, 2017) are as under:-

These complaints were taken up with the concerned authorities by the O/o CCPD. After following due process which includes hearing out the parties, appropriate directions/ recommendations were given to the concerned authorities.

State wise list of complaints is not separately and centrally maintained.

(d) The Government has launched the Accessible India Campaign (AIC) on December 3, 2015, for creating universal accessibility for Persons with disabilities in built environment, transport, and information & communication technology (ICT) ecosystem. Implementation of this campaign is a continuous process. Major achievement made so far under this campaign are as follows:-
? Accessibility audit of 1662 buildings identified by State Governments has been completed.
? Sanction of Rs 84.32 crore has been made for 385 buildings based on the proposals received from the States.
? For the Central Government Buildings maintained by CPWD, retrofitting in 49 buildings in 27 cities has been completed.
? 30 international airports & 58 Domestic Airports, have been provided with accessibility features namely, ramps, accessible toilets, lifts with braille symbols and auditory signals.
? 6920 buses provided with accessibility features in 26 reported State Road Transport Undertakings in the country.
? 644 A1, A & B category railway stations have been made accessible in short term features. Two long-term features: platform engraving on edges in 629 stations; trolley path facility in 597 stations have been provided.
? Rs. 26, 18, 95,200/- has been sanctioned by this Department for making 917 websites accessible.
? Department launched ‘Sugamya Pustakalaya’- an online library for persons with Print disabilities to achieve ‘Universal Accessibility’.
