(a) whether the Ministry is aware that a pilot scheme for Rebate of State and Central Taxes and Levies on ready made garments exports is presently operational in textile business;
(b) if so, the details thereof and the steps taken by the Government for operationalisation of this scheme for RoSCTL; and
(c) the time likely to be taken for operationalisation of this scheme?

(a) The Scheme for Rebate of State and Central Taxes and Levies (RoSCTL) for export of garments and made-ups came into effect from 7.3.2019. Under the said scheme state and central taxes and levies which are present in the cost of exports of garments and made-ups shall be rebated.
(b) & (c) Rebate will be through IT driven scrips issued by DGFT. Government has published notification dated 29.03.2019 with enabling provision in the Foreign Trade Policy for the scheme. Procedural provisions and requisite application form were notified on 29.03.2019 and 13.06.2019 respectively. Operationalization of the scheme is dependent on satisfactory development and testing of the online module for transmission of shipping bills from Customs to DGFT.
