Question : Recovery of Airport Usage Fees

(a) whether various Indian and foreign airlines have not paid airport usage fees to the Airport Authority of India (AAI) during the last three years and the current year;

(b) if so, the details thereof along with the amount due to AAI as a result thereof, airline-wise;

(c) whether AAI proposes to charge penal interest for delay in payment of airport usage fees;

(d) if so, the details thereof along with the amount likely to be collected by way of penal interest; and

(e) the action taken or proposed to be taken by AAI to recover its dues from such airlines?

(a) & (b) : Yes, Madam. Airline-wise dues outstanding as on 31.03.2015 are at Annexure-I.

(c)&(d) : As per the Accounting Policy of Airports Authority of India (AAI), interest on delayed payments is charged @ 12%, which is
calculated and booked on receipt basis at the time of realization.

(e) : The following steps are taken by AAI to recover the dues from airlines: (i) Dues against airlines are covered by Security Deposit by way of FDR/BG equal to two months operations, (ii) The dues are monitored on regular basis and the airlines are advised through regular correspondence/ meetings to liquidate the outstanding dues which are overdue, (iii) Interest is charged on outstanding dues of delayed bills and

(iv) In cases where delay persists, beside encashment of security deposit and allowing action as per agreement terms are initiated including
allowing the airlines to operate on cash and carry basis.
