Question : Parameters for Setting Up of CNG and Petrol Pumps

(a) the details of norms and parameters fixed for setting up of CNG and petrol pumps in the country;
(b) whether CNG pumps are likely to be installed in all the districts of the country;
(c) if so, the details of the action plan and target set for this purpose in Rajasthan, district-wise including Sikar, Karauli and Dholpur districts;
(d) the details of CNG and petrol pumps operating in the above districts of Rajasthan; and
(e) the details of consumption of petrol, diesel and CNG in Rajasthan during the last three years, year and district-wise?

(a) Establishment of CNG Stations is part of the development of City Gas Distribution (CGD) network and the same is carried out by the entities authorized by Petroleum and Natural Gas Regulatory Board (PNGRB). These CNG stations are set up by the entities as per the Minimum Work Plan determined by PNGRB and their techno-commercial feasibility.

Public Sector Oil Marketing Companies (OMCs) have implemented new “Dealership Selection Guidelines” for Retail Outlets (ROs) w.e.f. 24.11.2018.

Retail Outlets (ROs) are set up by Public Sector Oil Marketing Companies (OMCs) at identified locations based on field survey and feasibility studies. Locations having sufficient potential and which are economically viable are rostered in the Marketing Plans for setting up ROs.


Selection of RO dealer is done through public advertisement released by Public Sector OMCs followed by online process of draw of lots from eligible applicants maintaining full transparency and minimum human interference. The applications so received against the advertisement are processed in line with laid down procedures. Detailed Norms/Criteria for allotment of RO dealerships in the country are available at www.petrolpumpdealerchayan.in. Private sector OMCs establish ROs as per their marketing plan.

(b) to (d) After completion of 11A CGD bidding round, PNGRB has authorized 295 Geographical Areas (GAs) in the country including 17 GAs in the state of Rajasthan for development of CGD network. Details of CNG stations, as on 31.05.2022, in the state of Rajasthan including Sikar, Karauli and Dholpur Districts are at Annexure-I. As on 01.07.2022, total number of petrol pumps operation in Sikar, Karauli and Dholpur districts are 187, 78 and 64 respectively.

(e) Details of consumption of Petrol, Diesel and CNG in Rajasthan during the last three years are as under:
