Question : Crude Oil Production by ONGC

(a) whether the onshore/offshore crude oil and gas production of ONGC has seen flat growth during the last year as compared to the current year and if so, the details thereof along with the quantum of increase/decrease in the production of oil and gas during the last three years and the current year in terms of million tonnes;
(b) whether ONGC has formed a strategy for higher output at its old/matured fields and has initiated major Enhanced Oil Recovery (EOR) activities in order to enhance the recovery of oil and gas from the matured oil fields and if so, the details thereof;
(c) whether the EOR model through Carbon Capture, Utilisation and Storage would help to increase production and also provide impetus to environmental management to a great extent and if so, the details thereof;
(d) whether ONGC proposes to bring in service providers with advanced technology in operation of its oil and gas fields by offering them Production Enhancement Contracts (PECs) where they would get a predetermined fee for incremental production over a baseline and if so, the details thereof; and
(e) whether ONGC has already identified two onshore fields for implementation of PEC and has also got the baseline production profile vetted by the third party and if so, the details thereof?

(a) Crude oil production of Oil and Natural Gas Corporation (ONGC) during April-December, 2017 was 16.892 Million Metric Tonnes (MMT) as compared to 15.960 MMT during April-December, 2018. Similarly, natural gas production during April-December, 2017 was 17.686 Billion Cubic Metres (BCM) as compared to 18.472 BCM during April-December, 2018.

(b) ONGC has implemented Enhanced Oil Recovery (EOR) technology in its Balol, Santhal, Lanwa, Gandhar GS-12, Sanand fields and has also completed two phases of redevelopment of Mumbai High North and South.
(c) ONGC has undertaken projects pertaining to deploy CO2-EOR method which is a process of injecting Carbon Dioxide into oil reservoirs for Enhanced Oil Recovery to rejuvenate its mature oilfields to ramp up domestic oil production in western onshore and southern onshore fields. Memorandum of Understanding has been signed with National Thermal Power Corporation (NTPC), Jhanor for capturing Carbon Dioxide and injection into Western Onshore fields. This Carbon Capture Utilization and Storage (CCUS) technology would help in reducing the emissions of CO2 in the atmosphere.
(d) & (e) In November 2017, ONGC has approved the policy and business model for Production Enhancement Contract to raise output and maximize recovery from its mature oil fields. The service provider will receive service fees in $/barrel for incremental production over baseline production. Two Onshore fields, one in Ahmadabad Asset and another in Assam Asset have been identified by ONGC. Third party expert has carried out vetting of the production profiles of these fields.
