Question : Waste-to-Energy Plants

(a) whether the Waste-to-Energy (WTE) plant at Okhla, Delhi is reportedly using the mass burning technology to produce power;
(b) if so, the details thereof indicating the total numbers of WTE plants in Delhi;
(c) whether various WTE plants in Delhi are not getting operational on time due to pendency of clearance certificates, if so, the details thereof;
(d) whether the NGT has issued any directives in this regard, if so, the details thereof and the action taken thereon; and
(e) the steps taken/being taken by the Government to expedite the process of operationalizing all the WTE plants in Delhi?

Answer given by the minister

(a): Yes, Madam, the Waste-to-Energy (WTE) Plant at Okhla, Delhi is using mass burn technology to produce power.
(b): There are 4 WTE plants with a cumulative installed capacity of 53.7 MW. The current status of each plant is given at Annexure.
(c): The status of clearance certificate for various WTE plants in Delhi from Delhi Pollution Control Committee (DPCC) is given at Annexure.
(d)&(e): The matter is pending for directions in the Hon’ble National Green Tribunal (NGT), Principal Bench, New Delhi who had directed, vide its order dated 17 Dec 2015, that a high power team should visit the three WTE plants i.e. at Okhla, Ghazipur and Bawana and submit its report within 3 weeks. Accordingly, the inspection report has been filed by DPCC in the Hon’ble NGT and the matter is listed for final arguments on 15th March 2016.
