Question : ELECTRICITY FROM SOLAR AND WIND ENERGY

(a) whether the Government of Rajasthan has submitted any proposals for large scale production of electricity from solar and wind energy;

(b) if so, the details thereof and estimated capacity and cost of the project;

(c) the estimated quantum of electricity to be generated from solar and wind energy in the State;

(d) whether there is proposal to set up more such plants; and

(e) if so, the details thereof , State/ UT-wise?

Answer given by the minister

THE MINISTER OF STATE FOR POWER, COAL & NEW AND RENEWABLE ENERGY (INDEPENDENT CHARGE) (SHRI PIYUSH GOYAL)

(a): No, Madam.

(b): Wind power projects are set up with private sector investment in the states. For this purpose, the State Governments are not required to submit the proposals in this Ministry as such no proposal has been submitted by the Government of Rajasthan.
Regarding Solar Energy, the Ministry has initiated a scheme for setting up 25 Solar Parks and Ultra Mega SolarPower Projects to be developed in 5 years in various States. The Ministry notified the draft scheme and asked for the view of the State Governments. In response, the Government of Rajasthan has informed that they have identified land at Bhadla for 1700 MW and at Jaisalmer for 2000 MW for setting up solar parks in phases wherein several solar power projects would come up. As per tariff determined for the year 2014-15 by the Central Electricity Regulatory Commission (CERC), the capital cost of 1 MW Grid connected solar PV project is Rs. 6.91 Crore.

(c): The present wind power installed capacity in the state of Rajasthan is around 3,000 MW. These projects are estimated to generate around 5.25 Billion Units of electricity in a year at a capacity utilization factor of 20%. Regarding Solar Energy, the estimated quantum of electricity to be generated from 1 MW Solar Power Plant is approximate 1.66 million units per year.

(d)&(e): A target of 400 MW of wind power has been set by the state for 2014-15.

Regarding Solar Energy, Solar Power Plants of various capacities would be set up by Solar Power Developers in the Park. The developers would be selected through bidding process under Central/State Schemes. Apart from Rajasthan 11 more States who have shown interest for setting up Solar Power Plants in the Solar Parks are Gujarat, Madhya Pradesh, Telangana, Andhra Pradesh, Karnataka, Uttar Pradesh, Meghalaya, Jammu & Kashmir, Punjab, Tamil Nadu, and Orissa.
