Question : Samajik Suraksha Bima Yojana

(a)whether the Government has implemented Samajik Suraksha Bima Yojana;
(b if so, the details thereof along with the number of workers covered under this scheme, State/UT-wise;
(c)the sectors where it has been made mandatory at present;
(d)whether it has been implemented in cement industry also; and
(e)if so, the details thereof along with the number of workers benefited under this in the organisation related to cement industry?

(a) to (e): In order to provide social security benefits to the workers in the unorganised sector, the Unorganised Workers’ Social Security Act, 2008 has been enacted to provide welfare schemes in matters relating to life and disability cover, health and maternity benefits, old age protection to the unorganised workers.

The Central Government in 2017, also converged the social security scheme of Aam Aadmi Bima Yojana (AABY) with Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY) and Pradhan Mantri Suraksha Bima Yojana (PMSBY) to provide life and disability coverage to the unorganised workers, including those in the cement industry, depending upon their eligibility.

The converged PMJJBY/PMSBY scheme is for the beneficiaries in the age group 18-50 years and provide for a coverage of Rs. 2 lakh, in case of natural death and Rs. 4 lakhs in case of accidental death. The converged schemes are being run through LIC. A premium of Rs. 342 (330+12) per annum would be required for the converged schemes. The premium would be shared between the State Government and the Central Government in the ratio of 50:50. Although it has not been made mandatory in any sector, this Ministry has urged the State Governments to give their financial concurrence to cover 50 per cent of the premium for all eligible unorganised workers. Around 2.83 crore beneficiaries have been covered under this scheme. The State-wise details are annexed. No separate data is being maintained by the LIC or Central Government that how many beneficiaries are there in cement industries.
