Question : WAGES TO WORKERS OF ORGANISED AND UNORGANISED SECTOR



(a) the average monthly wages/salaries being paid to the workers and employees in the organised and unorganised sector separately;

(b) the percentage of their earnings being spent on food, clothing, housing, education and health etc. separately;

(c) whether the Government have formulated any scheme/plan for their welfare;

(d) if so, the details thereof; and

(e) if not, the reasons therefor?

(a): As per the Annual Survey of Industries (Factory Sector), 1998-99, the average monthly wages/emoluments to a worker and an employee come to Rs.3251/- and Rs.4331/- respectively. As regards wages in unorganized sector, minimum wages for unskilled workers in the Central sphere range from Rs.52/- to Rs.67/- per day.

(b): As per the Working Family Income & Expenditure Survey for Industrial Workers for the year 1981-82 (latest available), the percentage of total consumption expenditure for various items is as under:-

1.	Food	57.00%	2.	Clothing 8.54%	3.	Housing 8.67%	4.	Education 3.14%	5.	Health 2.59%	(medical care)



(c) to (e): The Government have formulated a number of welfare schemes for the workers in the unorganised sector for workers employee in Beedi industry, non-coal mines and cine industry. The welfare schemes for these workers include the provisions for health, housing, education, social security, recreation etc. A Centrally Sponsored Scheme for rehabilitation of Bonded Labour has also been launched. A social security scheme for agricultural workers, namely, `Krishi Shramik Samajik Suraksha Yojna - 2001` has been launched w.e.f. July, 2001. The scheme which is being implemented through LIC, envisages life-cum-death insurance, money-back pension and superannuation benefits.
