Question : VANISHING TRIBAL ARTS



(a) whether the Government has taken note of the vanishing arts of various tribes in the country;

(b) if so, the reaction of the Government thereto;

(c) whether the Government has made any comprehensive plan to preserve and popularise these arts;

(d) if so, the details thereof;

(e) whether the Government has any plan for registration of relevant Intellectual Property Rights for the purpose; and

(f) if so, the details thereof and the time by which such plan is likely to be implemented and if not, the reasons therefor?

(a) Yes, Madam.

(b) to (d) Ministry of Culture and some of its attached /subordinate /autonomous organizations give grants to various Organizations, NGOs, artists and others in States /Union Territories under various schemes for preserving and promoting tribal arts in the country.

The Zonal Cultural Centres, inter-alia, preserve and promote the dying and vanishing tribal art forms through their various programmes.

Lalit Kala Akademi and Sangeet Natak Akademi are promoting tribal arts by organizing various programems and camps/workshops on tribal culture. Indira Gandhi National Centre for the Arts, undertakes research, documentation, dissemination and revitalization of the different aspects of Indian Tribal Culture.

Ministry of Tribal Affairs, under its Centrally Sponsored Scheme of Research and Training is providing Central Assistance on matching basis (50:50) with State Government to various Tribal Research Institutions (TRIs) across the country for various activities including setting up of tribal museums for exhibiting tribal artifacts and preservation of tribal culture. In addition, in order to preserve, showcase and promote various facets of tribal life relating to their culture, traditions and customs, grants are also provided to States/UTs.

(e) No, Madam. Since most of the tribal art forms are in public domain and copyright is given to author or performer, it is very difficult to extend protection to Tribal Art under the Copyright Act.
