(a) & (b): Yes, Madam. The factories registered under the Factories Act, 1948 are inspected as per the provisions contained under Section 9 of Act. The inspections of such factories are carried out to ensure compliance by the occupier/manager of the factory of the various provisions relating to health, safety and welfare, working hours, etc. of the Act.
The Act and the State Factories Rules framed there under are enforced by the respective State Government through the State Factories Inspectorate/Directorate. As per the available record, the State-wise number of factories registered under the Factories Act, 1948 and inspected during the year 2012, 2013 & 2014 is at Annexure-I.

(c) & (d): The details of number of factories found to be hazardous/ most hazardous during the said inspection and the action taken against such factories is not maintained by this Ministry.

As per the information collected from the Chief Inspector of Factories, the State-wise number of “hazardous process” factories for the year 2012, 2013 & 2014 is at Annexure-II and the State-wise prosecutions & convictions for the year 2012, 2013 and 2014 are at Annexure-III, Annexure-IV & Annexure-V respectively including prosecutions and convictions in respect of hazardous process industries.

(a): Rajiv Gandhi Shramik Kalyan Yojana (RGSKY) was introduced w.e.f. 01.04.2005. Under this scheme, Unemployment allowance is paid to the insured person for a maximum period of twelve months (w.e.f. 01.02.2009) who has been rendered unemployed involuntarily on account of closure of factory/establishment, retrenchment or permanent invalidity not less than 40% arising out of non-employment injury, in case contribution in respect of him/her have been paid or payable for a minimum of three years (w.e.f. 11.09.2009) prior to the loss of employment. The Insured Person and his/her family are also entitled to medical care for a period of twelve months (w.e.f. 01.02.2009) from the date of unemployment. This allowance ceases to be payable in case the Insured Persons gets re-employment or attains the age of superannuation or 60 years, whichever is earlier. Daily rate of Unemployment Allowance is 50% of average daily wages drawn by the Insured Person/Insured Woman during the last four completed contribution periods, immediately preceding the date of unemployment.

(b): The details of the CPSEs closed down during last three years and number of employees therein is at Annexure-I.

(c) & (d): The RGSKY is applicable to those workers who are covered under the ESI Act i.e drawing wages upto Rs.15,000/- p.m. in the implemented areas. The detail of cases admitted and amount disbursed under the RGSKY for the last 3 years and current years is at Annexure-II.

(e): Employees’ State Insurance Corporation (ESIC) has been running a skill upgradation programme under RGSKY scheme for the beneficiaries who are in receipt of unemployment allowance and desirous of upgrading their skills. They are entitled for training at various Advanced Vocational Training Institutes (AVTI) located at different places in the country. The Corporation pays the entire fee charged and also reimburses second class rail/bus fare for the beneficiary who travels for attending the training programme.

As a social safety net programme, the Scheme of Counselling, Retraining and Redeployment (CRR) for separated employees of Central Public Sector Enterprises, (CPSEs) is being also implemented by the Government to provide opportunities of self/wage employment to the employees or their dependents of CPSEs separate under Voluntary Retirement Scheme (VRS)/ Voluntary Separation Scheme (VSS) or retrenched due to closure/restructuring of CPSEs. The Scheme aims at providing short duration skill development/ entrepreneurship development training programmes to equip the beneficiaries for self/wage employment. Number of persons trained under CRR during last there years 2013-14, 2014-15 and 2015-16 are 3340, 2525 and 3150 respectively.

Further, the Department of Public Enterprises has issued detailed guidelines on 29.10.2015 for the administrative Ministries/Departments for taking action on revival/ restructuring plan of CPSEs on case to case basis.
