Question : Training to unemployed Youths

(a) whether the Government has any plans to include various special courses/ job roles for imparting skill training to unemployed youths;

(b) if so, the details thereof and total number of persons to be imparted skill training in the next three years, job role - wise, State-wise;

(c) whether the Government has announced any new norms and conditions for the Training Partners for registering for job roles/courses under the PMKY and Skill India Programmes and if so, the details thereof; and

(d) if so, the steps being taken to meet the growing demand of trained and skilled workers to cater the needs in the domestic market?

Answer given by the minister

(a) to (d) The Government is implementing various schemes for imparting employable skills to the youth through short term and long term training. Long term skilling is being imparted through Industrial Training Institutes (ITIs). There are 13,912 ITIs in the country. For short term, Pradhan Mantri Kaushal Vikas Yojana (2016 - 2020) is the flagship outcome-based skill training scheme of the Ministry. The objective of this Scheme is to encourage and promote Skill Development for the youth throughout the country. The Scheme targets to skill 10 million youth by end of 2020 and as of now around 20 lakh candidates have been trained.
No changes have been made in the PMKVY guideline for Training Partners registration. However, it has been decided that all franchisee centres will be mandated to convert into Training Provider (TP) owned centres and no PMKVY targets will be allocated to any franchisees. Existing operational franchise centres had been given an option through functionality on SMART portal for converting to a TP owned centre for continued participation under the scheme.
