Question : Unauthorised Colonies

Will the Minister of URBAN DEVELOPMENT be pleased to state:

(a) whether a committee was constituted to look into regularisation of certain unauthorised colonies and farm- houses occupied by a section of affluent people;
(b) if so, the details and major recommendations given by the said committee;
(c) the place-wise details of such farm-houses and unauthorised colonies recommended by the above committee for regularisation; and
(d) the rationale behind regularising such unauthorised colonies and farm-houses by the Government?

STATEMENT REFERRED TO IN REPLY TO LOK SABHA STARRED QUESTION NO.155 ASKED BY SHRIMATI RAMA DEVI DUE FOR ANSWER ON 27.07.2016 REGARDING UNAUTHORISED COLONIES

(a)to(c): Yes, Madam. K.K.Mathur Committee of Experts was set up by the Government of India to look into the issues with regard to the unauthorised development in the form of farm houses and unauthorised colonies inhabited by affluent sections of the society. The Committee submitted its report in December, 2006.

(d): Regularisation of unauthorised colonies is governed by the Regulations for regularisation of unauthorised colonies, notified by Delhi Development Authority (DDA) on 24.03.2008 read along with amendments dated 16.06.2008, 06.06.2012 and 01.01.2015. These Regulations do not cover unauthorised colonies/ habitations inhabited by affluent sections on public and private land.

Further, existing farm houses having construction beyond permissible building limits, that came up prior to 07.02.2007 are regularised as per the regulations notified by DDA in this regard on 30.10.2012, as amended from time to time, subject to payment of penalty and use conversion charges.
