(a) to (e): A Statement is laid on the Table of the House.
Statement in answer to parts (a ) to (e) of the LokSabha Starred Question No. 42 for 6.02.2018 by Dr. KulamaniSamal and Shri Godse Hemant Tukaram regarding Welfare Schemes for SCs.
(a) & (b)Ministry of Social Justice & Empowerment releases funds to States/UTs under the followingcentrally sponsored/Central Sector Schemes for Welfare and Development of Scheduled Castes (SC);
(i) Pre-Matric Scholarship to SC Students studying in classes IX and X.
(ii) Post- Matric Scholarship to SC students
(iii) Protection of Civil Rights Act, 1955 and the Scheduled Castes and the Scheduled Tribes (Prevention of Atrocities) Act 1989
(iv) PradhanMantriAadarsh Gram Yojna (PMAGY)
(v) Upgradation of Merit for SC students
(vi) BabuJagjivan Ram ChhatravasYojna (BJRCY)
(vii) Special Central Assistance to Scheduled Castes Sub-Plan (SCA to SCSP)
(viii) State Scheduled Castes Development Corporations
Central Government releases funds to the States/UTs after receipt of complete proposals, utilization certificate and other necessary reports as per the extant guidelines of the scheme subject to availability of funds. The funds are utilized by the States for the intended purpose as per the scheme guidelines. Central Assistance released to the States/UTs is fully utilized by them. In case, if any amount remains unspent at the end of year, the same is adjusted during the subsequent release of funds. The Scheme wise/State wise details of the demand of funds by States and Funds released are enclosed at Annexure I-VIII.
(c) to (e) Complaints/representations have been received with regard to mis- utilization of funds under Scholarship Scheme for SC studentsand the same wereimmediately forwarded to the concerned State Government/ UT Administration, being implementing agency for remedial action. The details of the major complaints regarding misutilisation of funds under Post Matric Scholarship Scheme (PMS-SC) during the last three years and the current year state-wise is at Annexure IX. States/UTs have also been advised to ensure the following:
(i) Direct Benefit Transfer to accounts of beneficiaries.
(ii) Every student should be given Aadhaar based unique ID in order to eliminate possibilities of duplication and false claims.
(iii) All States/UTs availing of Central assistance from Government of India under Post-Matric Scholarship Scheme will migrate to online-processing of disbursal of scholarships.
(iv) Regional conferences were held during 2017-2018 with the State Governments in Chandigarh, Ranchi, Ahmedabad and Chennai respectively to review implementation of all schemes and monitoring of utilizations of funds.
(v) The schemes are being evaluated by third party evaluators to assess their impact and implementation.
