Question : Urban Projects

Will the Minister of URBAN DEVELOPMENT be pleased to state:

(a) the details of urban and infrastructure development schemes running or proposes to begin in the country including in small and medium towns, city and State-wise;
(b) the details of proposals received by the Government during the last three years and the current year so far under these schemes, city and State-wise;
(c) the details of proposals cleared, funds sanctioned and works undertaken under these schemes during the above, period, city and State-wise;
(d) the details of proposals that are lying pending, city and State-wise and the time by which these pending proposals are likely to be cleared; and
(e) whether the Government proposes to merge the various urban development Schemes into Atal Mission for Rejuvenation and Urban Transformation (AMRUT) and if so, the details thereof ?

(a) The Government is implementing various Schemes and Missions for development of urban infrastructure. The major Missions/schemes are:

(i) Atal Mission for Rejuvenation and Urban Transformation(AMRUT):
The AMRUT was launched on 25.06.2015 for development of basic urban infrastructure such as water supply, sewerage, drainage, urban transport and green space/ parks in 500 cities/ towns across the country. Under this

Mission, the Government only approves the State Annual Action Plan. Individual projects are to be identified and implemented by the concerned State Govt.

(ii) Smart Cities Mission
Government of India has launched Smart Cities Mission on 25th June 2015 with the objective to promote cities to drive economic growth and improve the quality of life of people by enabling local area development and harnessing technology, especially technology that leads to smart outcomes.

(iii) Swachh Bharat Mission:
The Mission was launched on 2nd october 2014 with the objective of eliminating open defecation, eradicating manual scavenging, modern and scientific municipal solid waste management, to effect behavioural change regarding healthy sanitation practices and generate awareness about sanitation and its linkage with public health

(iv) National Heritage City Development and Augmentation Yojana (HRIDAY) Scheme :

The National Heritage City Development and Augmentation Yojana (HRIDAY) scheme was launched on 21st January, 2015, with a focus on holistic development of heritage cities. The scheme aims to preserve and revitalise soul of the heritage city to reflect the city’s unique character by encouraging aesthetically appealing, accessible, informative & secured environment.With a duration of 27 months (completing in March 2017) and a total outlay of Rs 500 crore, the Scheme is being implemented in 12 identified Cities. The scheme is implemented in a mission mode.

(b) &(c) Under the Missions the Central Government approves the State Plans and provides the Central Assistance. The projects are designed, approved and executed by the States/UTs and the Cities. The funds released to the States under the Missions/Schemes are given in the Annexure.

(d) Approvals of plans and proposals received from various States/UTs is done according to respective mission/scheme guidelines.

(e) There is no proposal to merge urban development Schemes into Atal Mission for Rejuvenation and Urban Transformation (AMRUT).
