Question : Generation of Revenues

Will the Minister OF URBAN DEVELOPMENT be pleased to state:-

(a) whether most of the urban bodies are neither generating the revenues and nor have access to the capital markets required for renewing infrastructure;

(b) if so, the details thereof and the reasons therefor; and

(c) the action taken/being taken by the Government in this regard?

(a) & (b): Rapid urbanisation has put stress on urban infrastructure in our cities. The revenue generation by most cities in India alone is not sufficient to cope up with this challenge. State and Central Government provides additional assistance by way of grants as well as through various schemes and programmes. Ministry supports cities for credit rating to help them to access capital markets.

(c): The Government is providing financial and technical assistance through its various programmes to improve the infrastructure and governance of the ULBs. It is also assisting the ULBs in the areas of assessment of their financial health by supporting the initiative of credit rating. The Ministry further provides technical assistance for identification and escrowing of suitable revenue streams, procedural support to access capital markets to credit worthy cities.
