(a): Agriculture marketing is State subject and agriculture markets in the States are developed under State Agricultural Produce Marketing Committee (APMC) Act. Dispute settlement provision in agriculture markets is as per respective State APMC laws.
However, as regards the buying and selling of farmers’ produce in ‘trade area’ under the central Farm Acts of Farmers’ Produce Trade and Commerce (Promotion & Facilitation) Act 2020, and Farmers (Empowerment and Protection) Agreement on Price Assurance and Farm Services Act 2020 is concerned a quick, cost effective and appropriate dispute resolution mechanism is prescribed for the farmers at sub-division level through conciliation board and further through existing Sub-Divisional Authority and District Collector.
(b): Government of India has launched National Agriculture Market (e-NAM) Scheme on 14th April, 2016. e-NAM is a virtual platform integrating physical wholesale mandis/ markets of different States/ Union Territories (UTs) to facilitate online trading of agriculture and horticulture commodities through transparent price discovery method to enable farmers to realize better remunerative prices for their produce. So far, 1000 mandis of 18 States and 3 UTs have been integrated with e-NAM platform which also includes mandis from Maharashtra and Uttar Pradesh. The District wise details of markets integrated with e-NAM is Annexed.
The Government of Bihar has not sent any proposal for integrating their mandis with e-NAM.
