Question : Roads Built under PMGSY

(a) the number of roads built under the Pradhan Mantri Gram Sadak Yojana (PMGSY) during the last three years, State-wise;

(b) whether the Government has the data regarding the number of roads built under the said yojana in the aspirational districts such as Rayagada/Koraput in the State of Odisha;

(c) the details of financial incentives given for best performing States, State-wise; and

(d) the details of the parameters for determining the best performing States and the ranking of Odisha in this regard?

(a) The number of roads and length constructed under the Pradhan Mantri Gram Sadak Yojana (PMGSY) during the last three years and the current year, State-wise are given at Annexure-I.

(b) As per the available information, a total of 38,165 roads of 1,58,050 Km length have been constructed under PMGSY in Aspirational Districts since inception. The details regarding roads constructed under PMGSY in the Rayagada and Koraput Districts of Odisha are as under:-

(c) The details of financial incentive released to States during the last 5 financial years are given at Annexure-II. No financial incentive has been given to the states during financial years 2021-22 and 2022-23.

(d) The parameters for determining the best performing States for grant of financial incentives under PMGSY in 2020-21 were as under:-

(i) Achievement of target length of the year (April-December)

(ii) Length constructed under New Technology during the year (April-December)

(iii) % expenditure vs liability during preceding year under routine Maintenance on roads under DLP.

(iv) Length renewed post DLP (% cumulative road length renewed post 5 year DLP as against total road length post DLP)

(v) % unsatisfactory ongoing (new) works in the last three years as per NQM inspections

(vi) % unsatisfactory maintenance works in the last three years on roads under DLP.

(vii) Funds spent by the state in the previous financial year, through any of the department, for maintenance and renewal of rural roads, per KM of the road length in DRRP.

(viii) % difference in physical and financial progress of awarded and pending works upto December of the year in which proposal of incentive relates.

(ix) % No. of roads on which expenditure on routine maintenance during the preceding year is less than 60% v/s number of roads.

The rank of Odisha as per the parameters for determining the best performing States for grant of financial incentives under PMGSY in 2020-21 was 8th.
