Question : DISHA Committee in Assam

(a) whether the State level DISHA Committee has been formed in Assam;

(b) if so, the details thereof;

(c) the number of meetings of the State level Committee which were held along with the minutes of the meetings;

(d) the number of district level DISHA Committees meeting of Nalbari, Barpeta, Bongaigaon, Kokrajhar, Baska, Cirang and Goalpara which were held since June 2019 along with the minutes of the meeting; and

(e) whether the Ministry had received any letter from a people’s representative addressed to the Economic Advisor of the Ministry regarding formation of DISHA Committee and if so, the details of the action taken on the same?

(a) & (b): No, sir. State Level DISHA Committee has not been formed in Assam.

(c ): Does not arise.

(d): A total of six district level DISHA Committee meetings have been held in the districts of Nalbari, Barpeta, Bongaigaon, Kokrajhar and Goalpara since June, 2019. Minutes of these meetings are being collected from the State Government of Assam.

(e): Yes, sir. A letter received from Shri Abdul Khaleque, Hon’ble Member of this House regarding non-inclusion of his name in the DISHA Committees of Goalpara and Baska Districts and Chairperson-ship of Bongaigaon District DISHA Committee has been referred to State Government for a factual report and the same is awaited. Hon’ble Member has already been nominated as Chairperson of Barpeta District DISHA Committee and Co-Chairperson DISHA Committees of Bongaigaon, Chirang and Nalbari Districts of Assam. As per DISHA Guidelines, in case of a particular district having more than one Member of Parliament, the senior Member is nominated as Chairperson, while the junior one is nominated as the Co-Chairperson of the District DISHA Committee.
