Question : CONSTRUCTION OF HOUSES UNDER IAY



(a) the norms adopted for selection of families for allotment of houses under Indira Awas Yojna (IAY);

(b) the number of houses proposed to be constructed under the Scheme during 2001-2002 and 2002-2003, State-wise, especially in flood affected areas of Orissa and Gujarat;

(c) the amount sanctioned for the said purpose during the said period, State-wise;

(d) whether the States of Orissa and Gujarat have requested the Union Government to bear the full cost of IAY houses;

(e) if so, the reaction of the Government thereto;

(f) whether the Government have received any complaints regarding irregularities in the selection of beneficiaries under the Scheme;

(g) if so, the steps taken to remedy the situation;

(h) whether the MPs have been involved in the selection of beneficiaries under IAY; and

(i) if not, the steps taken or proposed to be taken to involve MPs in the selection process?

According to the Programme Guidelines, the selection of beneficiaries under the Indira Awaas Yojana (IAY) is made from Below the Poverty Line (BPL) rural families. A minimum of 60% of the benefits are to be extended to Scheduled Castes(SCs)/Scheduled Tribes(STs) rural BPL families and funds to the tune of 3% earmarked for the benefit of Below the Poverty Line physically and mentally challenged persons.

2. The following priority is to be accorded in the selection of beneficiaries: -


(i) Freed bonded labourers

(ii) SC/ST households
- SC/ST households who are victims of atrocity - SC/ST households, headed by widows and unmarried women - SC/ST households, affected by flood, fire earthquake, cyclone and similar natural calamities - Other SC/ST households

(iii) Families/widows of personnel from defence services / paramilitary forces, killed in action

(iv) Non-SC/ST households

(v) Physically and mentally challenged persons

(vi) Ex-servicemen and retired members of the paramilitary forces

(vii) Displaced persons on account of developmental projects, nomadic semi-nomadic, and de-notified tribals, families with physically/mentally challenged members, subject to the condition that these households belong to the Below the Poverty Line category


3. The selection of the beneficiaries from the list of eligible households is done by the Gram Sabha.

4. Targets under the IAY are fixed on an year to year basis depending upon the allocation of funds. The State-wise targets fixed for construction/upgradation of houses as well as the amount sanctioned under the IAY during the year 2001-2002 is annexed. During the current financial year, 1 lakh additional houses under the IAY have been sanctioned for the flood affected districts of Orissa. The allocation of funds under the IAY during the year 2002-2003 would only be known through the Annual Budget of that year and, therefore, no targets under the IAY have yet been fixed for 2002-2003. The Government of Orissa had requested the Government of India to bear the full cost of IAY houses (sanctioned for cyclone affected persons) which could not be acceded to. An additional 1 lakh rural dwellings have been sanctioned for the earthquake affected rural areas of Gujarat during the year 2001-2002.

5. As and when irregularities are noticed in the selection of beneficiaries, the matter is immediately taken up with the concerned State Government for appropriate action. The selection of the IAY beneficiaries is done by the Gram Sabha and Members of Parliament are not directly involved with this process. The Members of Parliament are Members of the Governing Bodies of the District Rural Development Agencies (DRDAs) and the Monitoring Committees.
