STATEMENT REFERRED TO IN REPLY TO PARTS (a) to (c) OF THE LOK SABHA STARRED QUESTION NO.*157 FOR ANSWER ON 27th JULY, 2016 REGARDING NATIONAL URBAN TRANSPORT POLICY ASKED BY SHRI SHARAD TRIPATHI
(a) The objective of National Urban Transport Policy(NUTP), 2006 is to ensure safe, affordable, quick, comfortable, reliable and sustainable access for the growing number of city residents to jobs, education, recreation and such other needs within our cities. The policy addresses various issues like integrated land use and transport planning, equitable allocation of road space, priority to the use of public transport, quality and pricing of public transport, technologies for public transport, integrated public transport systems, financing, role of para-transit, priority to non-motorised transport, parking, freight traffic, legal and administrative issues, capacity building, use of cleaner technologies, innovative financing mechanism using land as a resource, association of the private sector and need for public awareness and cooperation. NUTP, 2006 is available on the website of Ministry of Urban Development http://moud.gov.in/sites/upload_files/moud/files/pdf/TransportPolicy.pdf.
(b) No, Madam. Urban Transport is intertwined with Urban Development which is a State subject. Therefore, assessment of financial viability and feasibility of the programmes for improvement of the urban transport system is done by the respective State Governments/Union Territories.
