Question : Survey on Unemployment

Will the Minister of HOUSING AND URBAN POVERTY ALLEVIATION be pleased to state:-

(a) whether the Government has conducted any survey on urban unemployment, if so, the details thereof;

(b) whether the government has conducted any survey on migration from rural to urban areas, if so, the details thereof for the last three years and the current year;

(c) whether there exists any policy to check migration from rural to urban areas, if so the details thereof; and

(d) the steps taken by the government to reduce urban unemployment?

(a) :Yes, Madam. The Labour Bureau under the Ministry of Labour & Employment has been conducting annual Employment-unemployment surveys (EUS). So far, four such surveys have been conducted. As per the 4th survey, Unemployment rate (UR), which is defined as the number of persons unemployed per 1000 persons in the labour force (employed and unemployed) for persons aged 15 years and above is 5.5 for urban areas.

(b) :During decennial population census conducted by the Registrar General of India, data on migration is collected. Data for Census 2011 is yet to be finalised.

(c) :The Ministry of Rural Development is implementing various rural development programmes including Mahatama Gandhi Rural Employment Guarantee Act (MGNREGA), Pradhan Mantri
Gram Sadak Yojana (PMGSY), National Rural Livelihood Mission (NRLM) and Indira Awas Yojana (IAY) as a part of overall planning process through State Governments and UT Administrations. The objectives of these programmes are to bring about overall improvement in the quality of life in rural areas through employment generation, development of rural infrastructure and provision of other basic amenities. This will help in reducing distress migration of people from rural to urban areas.

(d) :The Government has taken various steps for generating employment in the country like encouraging private sector, fast tracking various projects involving substantial investment and encouraging schemes like Prime Minister’s Employment Generation Programme (PMEGP) run by the Ministry of Micro, Small & Medium Enterprises, Mahatma Gandhi Rural Employment Guarantee Act (MGNREGA), Pt. Deen Dayal Upadhyaya Grameen Kaushal Yojana (DDU-GKY) scheme run by Ministry of Rural Development and National Urban Livelihoods Mission (NULM) run by the Ministry of Housing and Urban Poverty Alleviation.

Government has also decided to strategically promote labour intensive manufacturing and expand employment opportunities by promoting tourism and agro-based industries.

New schemes have also been launched which include Pradhan Mantri Jan Dhan Yojana, Swatchh Bharat Mission (Gramin) and Seekho aur Kamao scheme which was launched for the skill development of minority communities.
For skilling to provide employment, a new Ministry of Skill Development and Entrepreneurship has been established to coordinate the skill activities across Ministries.
Government has also implemented the National Career Service having a portal (www.ncs.gov.in) for online registration and posting of jobs for job seekers and provide other employment related services.
