Question : Reservation for SCs-OBCs

(a) the existing provisions for reservation of jobs for SCs and OBCs in Government and private sector;

(b) whether the Government proposes to do away with/remove reservation in jobs for those who become Group-I officers, particularly for SC category; and

(c) if so, the details thereof?

(a) to (c): A Statement is laid on the Table of the House.


Statement in reply to parts (a) to (c) of the Lok Sabha Starred Question No. 369 for 28.03.2017by Shri J.C. Divakar Reddy regarding Reservation for SCs/OBCs.
(a) (i). Reservation in Central Government services is provided at the rate of 15% for Scheduled Castes (SCs) since 25.03.1970 and 27% for Other Backward Classes (OBCs) since 08.09.1993 in the matter of appointment by direct recruitment to civil posts and services on all India basis by open competition. Reservation is provided at the rate of 16.66% for SCs and 25.84% OBCs in the matter of direct of recruitment to civil posts and services on all India basis otherwise than by open competition.
(ii) While applying reservation to Other Backward Classes (OBCs), the concept of creamy layer is applied and the current ceiling limit for income for determination of creamy layer is Rs. 6.00 lakh per annum.
(iii) There is no provision for reservation in jobs for SCs and OBCs in the private sector.
(b) & (c) As per existing policy instructions, reservation to the members of the Scheduled Castes (SC) is provided in the matter of promotion in Central Government, up to entry level of Group A. There is no reservation in promotion within Group A.
At present, there is no proposal under examination to change the existing policy for providing reservation for candidates belonging to SC.
