(a) the names of the State Governments which have taken loans from
the Union Government during the last three years so far and the
year-wise details thereof;
(b) the purpose for which these loans were taken and the purpose
for which these loans have been utilized;
(c) whether the Government have received any complaints regarding
the misuse of these loans; and
(d) if so, the details thereof?

(a) : A statement is enclosed.
(b) to (d) : State plan loans recommended by the Planning Commission
and loans against net small savings collections form part of the
financing of the States` Annual Plan and are released by Ministry
of Finance to States.
States are expected to utilise funds for the purposes for which
they have been allocated or earmarked. Financial Management of the
States including utilisation of plan funds is primarily the
responsibility of the States concerned for which they are accountable
to their respective States Legislature through the Audit Reports
prepared by the C&AG of India.
