Question : RURAL DEVELOPMENT SCHEMES



(a) the details of the schemes being run by the Union Government for rural development;

(b) the funds allocated/released for these schemes so far, State-wise and scheme-wise;

(c) whether the Government are aware of the misutilisation of funds meant for these schemes;

(d) if so, the name of the States indicating the funds misutilsed and funds remained unspent by the stipulated time;

(e) whether it is also a fact that in certain cases especially in the tribal, remote, rural and hilly areas the schemes have been implemented only on paper;

(f) if so, the facts thereof and steps taken or being taken by the Government to ensure proper utilisation of allocated funds in these areas;

(g) whether the Government have reviewed the success of all the rural development programmes/schemes and also consulted the State Governments before finalisation of rural development schemes for the Tenth Five Year Plan; and
(h) if so, the details thereof ?

The Ministry of Rural Development are implementing various Schemes, including the Pradhan Mantri Gram Sadak Yojana (PMGSY), the Swarnjayanti Gram Swarozgar Yojana (SGSY), the Sampoorna Gramin Rozgar Yojana (SGRY), the Indira Awaas Yojana (IAY), the Integrated Wastelands Development Programme (IWDP), the Desert Development Programme (DDP), the Drought Prone Areas Programme (DPAP), the Rural Water Supply Programme (RWSP) and the Rural Sanitation Programme (RSP) in the rural areas of the country. The funds allocated and released for these Schemes so far, during the current year, Scheme wise and State wise, are given at Annexure-I.

2. The irregularities which have come to light, from time to time, include misappropriation/diversion of funds for the Employment Assurance Scheme (EAS) and the Jawahar Gram Samridhi Yojana (JGSY) in certain States / Union Territories. As regards the Indira Awaas Yojana (IAY), irregularities in respect, inter-alia, of selection of beneficiaries were reported in Andhra Pradesh, Bihar, Karnataka, Nagaland, Orissa, Punjab and Uttar Pradesh, alleged involvement of Sarpanches/Panchayat Secretaries in the purchase of construction material and construction of IAY houses in Punjab and relating to implementation of the Desert Development Programme (DDP) in Rajasthan.

3. As per the Guidelines of the Rural Development Programmes, the States/Union Territories can carry forward 15% of the available funds to the following financial year. The percentage utilisation of total available funds during the year, 2001-02, State-wise, is shown in Annexure-II. The Schemes of the Ministry of Rural Development are also being implemented in hilly remote and tribal rural areas and all the State Governments /Union Territory Administrations have been urged to fully utilise the funds allocated to them. A four pronged Strategy comprising Creation of Awareness about the Programmes, Transparency, Peoples` Participation and Social Audit through the Gram Sabhas has been evolved in order to bring about more effective implementation of the Programmes.

4. The Rural Development Schemes are continuously reviewed at different levels.

For the formulation of the Tenth Five Year Plan, a Steering Group on Rural Poverty Alleviation, Watershed Development, Decentralised Planning and Panchayati Raj Institutions and Working Groups on
(i) Rural Poverty Alleviation Programmes and
(ii) Decentralised Planning & Panchayati Raj Institutions (PRIs) were set up by the Planning Commission; representatives of some of the States were Members of these Groups.
