Question : Appointment on Compassionate Grounds

(a) whether many army personnels are killed in various accidents other than cross-border firing and encounters;
(b) if so, the details of such cases reported, State-wise;
(c) whether there is any provision to provide appointment on compassionate grounds to their dependents;
(d) if so, the details thereof and the number of appointments made on compassionate grounds so far, State-wise; and
(e) if not, the reasons therefor?

(a) to (c): 232 Army personnel have been killed in various accidents in 2019 till date.
State-wise details of Army personnel killed in various accidents are not maintained.

5% Vacancies are earmarked in Short Service Commission Women (Technical & Non-Technical) for widows of defence personnel, who die in harness. This relaxation/earmarking is subject to clearing/passing SSB and medical fitness. Widow of Defence personnel upto the age of 35 years may apply for these 5% vacancies.
Dependents of JCOs/ORs are given priority and enrolled as “Instant Enrolment” under Unit Headquarter Quota.
5% of direct recruitment vacancies are reserved for compassionate appointments in Group ‘C’ Defence civilian employees every year for dependents of combatants as well as Defence civilian who die in harness.
(d) & (e): Information is being collected and will be laid on the Table of the House.
