(a) whether a survey in Andhra Pradesh, Madhya Pradesh and Rajasthan
has indicated that general category participation of people in the Government’s
Flagship Programmes is less than ten per cent:
(b) if so, the details thereof and the reasons therefor; and
(c) the action taken by the Government to increase the participation of general
category people in the flagship programmes of the Government?

(a) & (b): The Ministry of Rural Development has not conducted any survey in
the States of Andhra Pradesh, Madhya Pradesh and Rajasthan indicating that general
category participation of people in the Government’s Flagship Programmes is less
than ten per cent.
(c): The Ministry of Rural Development has advised the State Governments to
adopt five pronged strategy comprising of (i) Awareness about the rural development
programmes, (ii) People’s participation, (iii) Transparency,(iv) Social Audit and
accountability, and (v) Regular monitoring of Rural Development Schemes to achieve
programme objectives.
