(a) Proposals for opening of new Kendriya Vidyalayas (KVs) are considered only if
sponsored by Ministries or Departments of the Government of India / State Governments /
Union Territories Administrations thereby committing resources for setting up a new KV as
well as the availability of necessary sanction of the Government. The proposals received
from various sponsoring authorities for opening of new KVs also have to compete among
other proposals under the “Challenge Method”.
The proposals also need to satisfy the following mandatory conditions:-

(i) Sponsoring Agency has to provide land, free of cost on permanent transfer / 99
years lease at the nominal rent, i.e., @ Re.1/- per annum, measuring 2.50 acres
to 5.00 acres in metropolitan cities, Hyderabad & Bengaluru, Left Wing
Extremism (LWE) districts / Hill areas / North Easter Region (NER) including the
State of Sikkim and land measuring 5.00 acres to 10.00 acres fairly levelled in
other locations, as the case may be.
(ii) An independent rent-free temporary accommodation consisting of 15 rooms for
running the school of the size 7m x 7m with adequate space till the time
permanent Vidyalaya building is constructed by KVS on the land provided by
Sponsoring Authority.
(iii) Residential accommodation to be provided for at least 50% of staff posted in the
proposed Vidyalaya.
(iv) Concentration of at least 500 employees of Defence/Central Govt./ Public Sector
Undertakings (PSUs) individually or jointly at the station.(200 in case of LWE
districts/Hill areas/NER).
(v) Availability of minimum 200 students of the aforesaid priority categories for
enrolment in the proposed KV.
(b) Yes, Sir. Initially the Educationally Backward Blocks (EBBs) were defined as blocks
where rural female literacy rate is below the national average (46.13%) as per Census, 2001
and Gender Gap in Literacy being above the national average of 21.59%. Both these criteria
had been earmarked by the Registrar General of India (RGI). Further, the definition of EBBs
has been revised in 2010 to include block where rural female literacy rate is below the
national average (46.13%) as per Census 2001. At the time of extension of National
Programme of Mid Day Meal in Schools (NP-MDMS) to upper primary stage in September,
2017, there are 3479 educationally backward blocks in the country including 43 in the State
of Maharashtra.
As per census 2011 figures, there are 564 sub-districts i.e. blocks / taluka / tehsil
having more than 50% ST population and at least 20,000 tribal persons, including 24 subdistricts
i.e. blocks / taluka / tehsil in Maharashtra. Sindhudurg and Ratnagiri districts of
Maharashtra do not appear in the list of 564 sub-districts having more than 50% ST
population and at least 20,000 tribal persons.
(c) & (d) Kendriya Vidyalaya Sangathan (KVS) has informed that no proposal has been
received from public representatives to open Central schools in the educationally backward
districts and tribal areas including Sindhudurg and Ratnagiri districts in Maharashtra.
(e) Does not arise.
(f) No such proposal is under consideration at present as KVs are not set up on the
criteria of backward districts or tribal areas.
