Question : FUNCTIONING OF HEC RANCHI



(a) whether the Government propose to revive the functioning of Heavy Engineering Corporation at Ranchi;

(b) if so, the details thereof alongwith the economic package for the purpose;

(c) the details of the land acquired by HEC and the policy of the Government in connection with the unused land;

(d) whether the management of HEC is sub-leasing the unused land or plans to return back the land to its original owners;

(e) if so, the details thereof; and

(f) if not, the reasons therefor?

(a) & (b): Heavy Engineering Corporation Limited (HEC), Ranchi is under reference to Board for Industrial and Financial Reconstruction (BIFR) since 1992. BIFR sanctioned a scheme for revival of the company in 1996 which was declared as failed. On 7.5.2003 BIFR has directed the Operating Agency (OA) to invite Expressions of Interest (EOI) for change of Management of HEC.

(c): Bihar Government during 1958-63 acquired 6530 acres of land for HEC for establishment of plants, township and other ancillary and allied purposes. HEC paid a sum of Rs.242.62 lakhs to the State Government and State Government has paid compensation to the owners of the land.

(d) & (e): HEC has sub-leased about 350 acres of land to a number of Organizations/Agencies for various purposes.

(f) Does not arise.
