Question : Sports Complexes

(a) whether the Government has constructed/proposes to construct a sports complex/stadium in every district/tehsil in each State/UT;

(b) if so, the details thereof, State/UT-wise;

(c) the number of proposals received from various States for the development of sports infrastructure and funds provided for the purpose during the last two years, State/UT-wise;

(d) the time by which the pending proposals are likely to be approved and funds sanctioned; and

(e) the details of the financial support/ sports facilities provided to the sportspersons of various States during the above mentioned period?

STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (e) OF THE LOK SABHA STARRED QUESTION NO. *149 FOR 08.03.2016 ASKED BY SHRI C.S. PUTTA RAJU AND SHRI KODIKUNNIL SURESH, MPs REGARDING SPORTS COMPLEXES
(a) & (b) No, Madam.
(c) Under the RGKA Scheme, which was a convergence based scheme, proposals were received from 24 States/ UTs for development of Sports infrastructure but no funds could be released due to non-convergence of resources from the Ministries concerned.
Under the Urban Sports Infrastructure Scheme (USIS), proposals were received from the States/UTs for development of Sports infrastructure during the last two years. The details of States/UTs which were provided funds under USIS during 2013-14 and 2014-15 are given in Annexure-I.
(d) Since the Government of India has decided to restructure and merge both the RGKA and USIS along with the National Sports Talent Search Scheme (NSTSS) into one Central Sector Scheme. All proposals will be considered as per norms of the new scheme and subject to availability of funds.
(e) As ‘sports’ is a State subject, primary responsibility for promotion and development of sports including providing financial support/sports facilities to sportspersons of States is that of respective State Governments. However, the National Sports Development Fund (NSDF), provides for financial assistance to sportspersons for special training and coaching and equipment is provided to sportspersons with a view to promoting excellence in sports. Details of financial assistance given to sportspersons under the NSDF during the last two years are given in Annexure-II. The State-wise details are not maintained by the Ministry.
In addition, the Sports Authority of India (SAI), an autonomous body under the aegis of the Ministry of Youth Affairs & Sports, is implementing
the following Sports Promotional Schemes to promote sports in the Country :
? National Sports Talent Contest Scheme (NSTC)
? Army Boys Sports Company (ABSC)
? SAI Training Centre (STC)
? Special Area Games (SAG)
? Extension Centre of STC/SAG
? Centre of Excellence (CoE)
? National Sports Academies (NSA)
SAI has established 10 Regional Centres and 02 Educational Institutions having international standard sports infrastructure and all other allied facilities at Chandigarh, Sonepat, Lucknow, Bhopal, Gandhinagar, Mumbai, Kolkata, Bangalore, Guwahati, Imphal, Patiala and Thiruvananthapuram.
In order to cater to the needs of sports persons, presently, SAI is running 251 SAI sports centres where 11773 talented sports persons (6626 boys and 5147 girls) are being trained in 27 sports disciplines on residential and non residential basis.
The trainees are provided with the facilities in the form of required playfields, sports equipment (consumable and non consumable), boarding and lodging, sports kit, competition exposure educational expenses, medical/ insurance and stipend as per the approved norms of the respective schemes.
